Using AI at the University of Tartu

The description of objectives and principles for the use of AI at the University of Tartu began in April 2023, when, under the leadership of an ad hoc working group, guidelines for using AI applications for teaching and studies were compiled. These guidelines were updated in autumn 2024 and 2025 by a university-wide working group on the use of AI chatbots in teaching.

In spring 2026, under the leadership of the AI steering group, the objectives and principles for the use of AI were formulated, defining the framework for its application in the university’s core and support activities.


Objectives for the use of AI

AI is used at the university for several purposes, depending on the field of activity.

  • In teaching, AI supports the development of learners’ future skills in line with labour market needs and contributes to improving the quality of teaching and learning. At the same time, the development of learners’ subject-specific competence and critical thinking must be ensured.

  • In research, AI is used on the one hand to enhance the efficiency of various stages of the research process, and on the other hand, AI is an important subject of study in its own right. Both activities contribute to increasing the university’s international competitiveness.

  • In support services, AI helps to improve the quality, efficiency and accessibility of services.


Principles for the use of AI

The university proceeds from the understanding that the development and use of AI must serve human interests, contribute to societal wellbeing, respect human rights and human dignity, and take into account the sustainable development goals. Therefore, before using AI, users should consider their objective and how AI can help achieve it in the most high-quality, efficient and sustainable manner possible.

In addition, the university observes four principles for the responsible use of AI, as described below.

Human in the loop

AI is intended to support human cognitive and creative processes as a tool. Responsibility for the use of AI and the consequences of the results lies with the person who makes the final decision or conclusion, especially when this concerns human rights and wellbeing. Therefore, AI-generated outputs must be critically reviewed, verified and assessed for their potential impact. Universal ethical principles and legal requirements must also be followed.

Honesty, openness and transparency

If AI has been used extensively in a submitted piece of work, the author must clearly state to what extent, for what purpose and in what way it was used. As only a human can be the author, with all the accompanying rights and responsibilities, all intellectual property rights and citation requirements also apply when using AI.

Cybersecurity and data protection

AI applications must be trustworthy. Users are responsible for verifying the security of the application, understanding possible risks, and are accountable for the consequences of using insecure applications. Particular attention must be paid to personal data, for which protection requirements must be strictly followed. Before using AI, the user must make sure that the processing of personal data using a specific application is legally permitted and that the maximum necessary and possible security is ensured.

Competence

Purposeful, efficient, ethical and secure use of AI requires continuous learning. Users must assess and develop their digital competence and critical thinking to make the best use of AI opportunities and understand its limitations. Academic staff have the right to decide whether and how AI is used within their courses. Supervisors are responsible for providing appropriate instruction and oversight to their students. All staff are offered opportunities to develop their AI-related competence and to share their experiences of use.
